ADMINISTRATIVE OFFICER

General

The Administrative Officer will directly report to the National Project Manager/Director and be responsible for ensuring an effective and efficient administration and financial management to include budgeting, disbursements and accounting of project funds in accordance with COA policies, processes and guidelines, GOP guidelines & procedure of the Italian government and Artigiancassa of the department and the project as a whole.

Scope of Services

    1. Assist the NPM in preparing the multi-year and annual budgets and annual work & financial plans;
    2. Prepare the administrative systems and Procedures to enable efficient and effective operation of the project;
    3. Prepare the financial management guidelines, process flow and procedure to facilitate disbursement, utilization, liquidation & monitoring of funds.
    4. Coordinate and expedite timely release of funds to various implementing agencies/organizations to facilitate implementation;
    5. Maintain an up-to-date physical and financial records incorporating all programme transactions as per budgetary/work and financial plan of the project;
    6. Assist the NPM in the preparation of project status as required;
    7. Provide the necessary logistical and operational support to the project team and ensure that equipment and transport fleet in excellent and safe operational condition;
    8. Provide administrative support in organizing and conducting workshops, meetings, reproduction and publication of documents & reports;
    9. Manage all records of the project ensuring that all documents are properly filed and retrievable in response to the needs of management
    10. Perform other duties as may be assigned by the NPM.
    11. Handle all personnel matters

Core Competencies

    1. Knowledge and capability in office administration, financial management & procurement;
    2. Ability to handle personnel, excellent interpersonal communication and relation;
    3. Computer skills with high proficiency on MS Word and Excel;
    4. Ability to work under pressure, facilitative and with initiative;
    5. Has worked with project-based teams on rural development projects or with exposure to similar jobs.

Qualifications, Skills and Professional Experience

    1. Bachelors degree in Commerce, Business Administration, Public administration, or its equivalent, plus professional accounting qualifications, like ACCA or CPA;
    2. Minimum of four (4) years relevant working experience, two (2) of which must be in a senior position;
    3. With proven experience in administration, financial management working knowledge of government accounting and auditing rules & regulation;
    4. Proven experience in managing/handling books, preparing financial accounts for project operations.

Engagement

    The Administrative Officer will be engaged for a whole year contract within the duration of three (3) years project implementation period.
