CHIEF TECHNICAL ADVISOR
as National Consultant

General

The Chief Technical Adviser (CTA) shall be responsible for assisting the National Project Manager (NPM) and shall be the local counterpart of the Chief Technical Advisor of the Italian Team in the PMU in the management and supervision of the implementation of the IARCDSP.

She/he shall provide technical assistance and advisory services to the DAR-Foreign Assisted Projects Office (FAPsO) in the overall management and implementation of IARCDSP. The CTA shall be reporting directly to the NPM of the project.

Scope of Services

The specific duties include but not limited to the following:

    1. Assist the NPM in the preparation of project documentation in keeping with Italian Embassy/Artigiancassa requirements;
    2. Oversee and supervise the preparation and implementation of the work and financial plan;
    3. Liaise and coordinate with partner agencies, oversight bodies, and funding institutions on all aspect related to good governance of the project;
    4. Prepare and submit consolidated project budget proposal to the NPC, for submission to the Project Steering Committee (PSC);
    5. Oversee procurement procedures for goods and services required by the national project liason office (NPLO)and Regional Project Management Office (RPMOs);
    6. Provide technical assistance to municipal and provincial local government units (LGUs) as required on implementation of the ADB’s Anticorruption Policy;
    7. Make field visits to municipal LGUs and provide technical training and backstopping on fiduciary matters, including the preparation of bid documents and the award of contracts, and financial reporting;
    8. Oversee the preparation and timely submission of regular physical and financial reports indicating project benefits and impact;
    9. Provide technical assistance and advisory services to the national subproject approval committee (SAC) and PSC; and
    10. Perform other project related functions as may be required by DAR-FAPsO from time to time.

Core Competencies

    1. Proven managerial and advisory capability, innovativeness and effectiveness under varying work assignments, conditions and time pressures;
    2. Ability to manage and implement complex rural development projects with related financial management system;
    3. Proven knowledge of fiduciary management, IARCDSP Procurement Guidelines and Guidelines on the Use of Consulting Services
    4. Ability to give sound advice on sensitive issues based on thorough understanding of the agrarian reform policies and programs;
    5. Ability to provide technical assistance on fiduciary management;
    6. Excellent communication skills, interpersonal and teamwork abilities, including proven ability to work cohesively with senior officials and international consultants; and
    7. In depth knowledge of social, economic, and cultural issues affecting the implementation of the Agrarian Reform Program in the Philippines.

Qualification Requirements

    1. At least 10 years professional experience as a project manager or team leader of similar complex rural development projects;
    2. Should have strong professional background in project planning, appraisal and review of agrarian reform related projects;
    3. Should have strong professional expertise in fiduciary management;
    4. Should posses a strong academic background, preferably a masters; and
    5. Degree holder in economics, development management, business administration/ management, and related fields of study.
