ENGINEER

General

The Engineer will report directly to the National Project Manager (30 person months) and shall serve as counterpart of the PMU Engineer from the Italian TA Team.

He/she would be locally contracted and would be based in the NPCO in Mindanao. He/she would help facilitate the implementation of the Project in accordance with the project’s operations manual on rural infrastructure component in coordination with DAR Regional and Provincial Offices, LGUs, DPWH, NIA, and the ARCs in the planning, design and complementation of proposed rural infrastructure subprojects.

Scope of Services

Specifically, he/she would:

    1. Review and upgrade the Implementation Manual of Rural Infrastructure Component covering Irrigation, Post-harvest Facilities Development, Farm-to-Market Road Development and Potable Water Supply;
    2. To review and finalize the spreadsheet program of the standard POW for infrastructure development sub-projects;
    3. To collect and review all engineering studies and design reports/documents and POW related to infrastructure development sub-projects;
    4. To prepare the review reports on the engineering documents and POW related to the communal irrigation systems sub-projects;
    5. To check and finalize the review results on the all engineering documents, prepared by the other Consultant’s engineers/experts engaged in the infrastructure development component;
    6. To advise and assist NIA, DPWH & LGUs in executing study and design works for the finalization of communal irrigation systems and farm-to-market roads;
    7. To conduct site inspection for the validation of subprojects and for the monitoring of the construction works;
    8. To assist PMUs in monitoring and evaluating the implementation of infrastructure development component;
    9. To assist the PMU in the monitoring of compliance of the Project with conditions stated in the Environmental Compliance Certificate (ECC);
    10. To advise and assist NIA/LGU in the establishment of operation and maintenance system to make sure of sustainability in coordination with stakeholders;
    11. Conduct a thorough evaluation of relevant LGUs to determine their eligibility for project support in relation to their technical, administrative and financial capacity to implement proposed rural infrastructure activities;
    12. Assist in building the technical capacities of counterpart DAR & LGU engineers;
    13. To assist the National Coordinator in preparing the reports and documents on infrastructure development component.
    The Engineer will work closely with LGU’s, National Irrigation Authority, Department of Agriculture, central, regional, provincial offices of DAR and other implementing agencies in all aspects of the project, and ensure that competitive bidding and other contractual procedures for infrastructure conform with the requirements and policies on procurement of the Government of Italy (GOI) through Artigiancassa and the GOP-applicable provisions of the Procurement Guidelines (RA 9184). He/she would report directly to the NPC.

Core Competencies

    1. Technical and administrative experience on civil works undertaken by “force account”, private contractors and by community contracts;
    2. Experience in the preparation of contract tender documents and evaluation of contract bids;
    3. Experience in the use of labor based / equipment supported (LB/ES) method of construction and maintenance of infrastructure projects;
    4. Working knowledge and experience in the Philippines Impact Statement.

Qualifications, Skills and Professional Experience

    1. The Engineer should be a licensed Civil Engineer or Agricultural Engineer and a member of the Philippine Institute of Civil Engineers (PICE) or Agricultural Engineers Associations;
    2. At least five (5) years experience in one design and implementation of rural infrastructure project particularly rural roads, communal irrigation projects, potable rural water supply, and post-harvest facilities; and
    3. Excellent communication skills, interpersonal and teamwork abilities, including proven ability to work cohesively with senior officials and international consultants.

Engagement

    The Engineer would be engaged on full time basis for 30 months within 3 years duration of infrastructure component (CIDS) implementation.
