ORGANIZATION AND CAPABILITY BUILDING EXPERT

General

The Organization and Capability Building Expert will report directly to the National Project Manager and will be responsible for guiding the planning, implementation and review of the social capital formation, participatory planning and implementation of Local Capacity Building and Strengthening (LCBS) component.

He/She will work closely with DAR coordinators and other partner agencies at national, regional and ARC level to ensure successful implementation of community development, organizational strengthening, extension works and good governance to ensure viability and sustainability of the infrastructure, agri-enterprises implemented under the IARCDSP.

Scope of Services

The specific duties include but not limited to the following:

    1. Review/modify the implementation manual for local capacity building and strengthening coordination with the regional and provincial CDD coordinators to include guidelines for organizing of farmers organizations, cooperatives, irrigators groups, water users associations;
    2. Provide technical guidance & coaching to DAR Regional and Provincial in assessing the organizational capacities of people’s organization in the ARCs and in formulating appropriate technical assistance and enterprise-based capacity building to strengthen local capacities in participatory planning, production and enterprise planning operation and management;
    3. Assist the DAR Regional and provincial offices in the selection/ procurement of services of NGOs/CSOs/service providers for the LCBS component;
    4. Review and validate the LCBS plan submitted by the DAR Regional and Provincial Offices and services;
    5. Assist DAR in revitalization of the PCIT and MCIT;
    6. Provide technical assistance to DAR in the conduct of participatory area/ARC and ARC Connectivity Cluster planning;
    7. Work with DAR staff as well as LGUs at provincial and municipal levels to ensure effective installation and implementation of organizational processes at municipal, provincial, regional and national levels;
    8. Assist in generating and review training and capacity development needs assessments and programs for ARC and ARC Clusters organization and LGU;
    9. Assist in the establishment and operation of the community-based micro finance for agri-enterprises;
    10. Liaise and coordinate with project staff and partner agencies on all aspect related to smooth and sustainable implementation of each sub-component;
    11. Monitor and evaluate the progress of the LCBS component and the maturity levels of the farmers organization; and
    12. Prepare and submit timely and regular progress reports.

Core Competencies

    1. Working knowledge in community driven development of local organization, cooperatives and rural associations and LGUs;
    2. Proven experience in all three areas of building community capacity for participatory development as well as a demonstrated understanding of how to build sustainability into project processes;
    3. In depth knowledge of social, environmental and cultural issues related to the implementation of agrarian reform;

Qualifications, Skills and Professional Experience

    1. At least 5 years professional experience as a community development or organizational development specialist in similar complex rural development projects;
    2. At least 2 years experience in governance processes;
    3. Bachelors degree in community development, sociology, development management and related fields of study; masters degree will be an advantage;
    4. Must have been involved in a project involving capacity building and organizational development activities in Mindanao areas.

Engagement

    The Organization and Capability Building Expert would be engaged on full time basis for 30 months within 3 years duration of the Local Capacity Building Support component implementation.
