FIRST BATCH OF TRAINING COURSE UNDER ICTP II HELD

In June 2009, the Japan International Cooperation Agency (JICA) approved the proposal for the second phase of the DAR JICA-In-Country Training Programme (DAR JICA-ICTP II) for the Course “Empowering Farmers Through Capacity Development in Operation and Maintenance System and Technology for the Agrarian Reform Communities (ARCs)”. With PhP20 Million grant assistance from the Government of Japan (GOJ), this five-year programme will provide training to six hundred (600) agrarian reform beneficiaries (ARBs) from Agrarian Reform Communities, Local Government Unit (LGU) Staff and DAR Field Personnel.

The purpose of the project is to strengthen capacity of ARB cooperatives/ organizations, implementers and partners in sustaining development intervention in the ARCs thru (1) adoption of appropriate farming and enterprise technologies; (2) strengthening of farmers’ organizations thru establishment of livelihood and economic enterprises and services, improvement of organizational, financial and enterprise management practices; (3) enhancement of ARBs’ and ARC organizations’ attitudes, skills in operation and maintenance of constructed infrastructure facilities; and (4) Strengthening ARBs and ARC organizations’ capacity to sustain support services and integration of program interventions in ARC Development.

The DAR JICA-ICTP Phase II kicked off with the “Basic Financial Training for Agrarian Reform Community Organization” conducted (as Batch 1) from December 6-12, 2009 in Cagayan de Oro City. The thirty (30) ARB participants, who were mostly bookkeepers and treasurers of seventeen (17) cooperatives from eleven (11) ARCs of Camiguin and Misamis Oriental. The training focused on basic principles and skills on bookkeeping and accounting was conducted in coordination with Cooperative Development Authority (CDA). The participants prepared financial statements and action plan as the main outputs of the course. Ms. Mima Macahilig, Chief Human Resource Development Officer of JICA, observed the training and graced the graduation ceremony together with DAR Regional Office X officials headed by Director Felix B. Aguhob.
