THE ARSP PROJECT BACKGROUND

The
Agrarian Reform Support Project (ARSP) is the first European Union
(EU) co-financed technical cooperation project focusing on agrarian
reform issues in the Philippines. ARSP is fully within the context
of the Comprehensive Agrarian Reform Law (CARL) of 1998 and thus,
is part of the Comprehensive Agrarian Reform Program (CARP).
The CARL of 1998 extends coverage of agrarian reform to all agricultural
lands in the Philippines. It also provides for greater participation
of farmers and non-government organizations (NGOs) in policy formulation
and implementation, and allocates funds for support services. Under
CARL, the acquisitition of lands from land owners and its transfer
to beneficiaries should be completed within the ten period ending
in July 1998.
In 1993, the EU commissioned a fact-finding team to report on the
implementation of the agrarian reform program in the Philippines.
By June 1994, the appraisal mission completed the Project Design Preparation
Report and this was subsequently presented to the EU Member States
and the Government of the Philippines (GOP) for approval. By March
1995, a Financing Memorandum (FM) based on the project outline of
this Project Design Preparation Report was signed by the GOP and the
EU. The project start-up is deemed to be the date of arrival in the
Philippines of the European Co-Director, which is the 24th October
1995.
The life span of the ARSP, as laid down in (paragraph 2.3 of) the
FM, is such that the project will be implemented over period of five
(5) years, calculated from the date of signature of the technical
assistance contract (September 1995). The first twelve (12) months
of the 5-year implementation period will largely be concerned with
reception activities, although priority will nevertheless be given
during this period to proceeding with land transfer activities, and
to establishing consultations with local beneficiaries and partners. |
