ASSUMPTION
Overall Objective Assist the effective implementation of CARP in five Philippine provinces and thus help alleviate rural poverty and agricultural stagnation Significant improvement in income, the diversification of farm production and improved living standard among small farmers, especially those in the specific Agrarian Reform Communities (ARCs) targeted. By referrence to sample surveys as measured against baseline surveys of the ARCs involved in the project CARP to continue after July 1998. Overall economic development is favorable. Resource base is adequate.
Specific Objectives The overall objective shall be achieved through the implementation of a program of financial and technical assistance which shall, in each of the five geographical areas:

1) accelerate the transfer of land titles to agrarian reform beneficiaries in accordance with CARP provisions;


2) support the establishment or strengthening of farmers organizations and cooperatives capable of providing sustained support to their members;


3)help the agrarian reform beneficiaries increase their production and incomes, through improvements in agricultural infrastructure and agricultural services, so that these agrarian reform communites (ARCs) may become able to direct their own sustained development in the future.

COMPONENT 1: LAND TENURE IMPROVEMENT (LTI)
Component Objective Assist in the transfer of individual land titles to ARBs in selected ARCs in accordance with CARP provisions Percentage increase of individual titles issues to ARBs Pooled monitoring data of DAR, ARSP, DENR.

COMPONENT 2: INSTITUTIONAL STRENGTHENING

COMPONENT 3: PRODUCTIVITY SYSTEM DEVELOPMENT
Component Objective Assist ARBs increase production income through improved access to agricultural extension and support services facilities, development of rural enterprises and agricultural credit. Percentage increase in farm production and productivity; increase in produce marketed; Percentage increase in household income; Percentage of ARBs with income above the poverty threshold. Sample surveys of ARBs. POs records of transactions. Case studies Resource potential sufficient; Input & Services scenario favorable; adequate economic incentives exist. Markets secure.
Result 3.1 ARBs shall have improved access to agricultural extension & rural support services. By 1997, agricultural technicians shall have been fielded in all ARCs by LGUs and other ARSP partners; Percentage of ARBs adopting appropriate farming technologies;Percentage of ARBs have undergone appropriate training M & E reports; Field Visits; Evaluations; ARB interviews LGUs and other support agencies agree to collborate with ARSP; Common development vision exists between all partners. ARBs find the technologies to be superior to traditional ones
Economic rewards materialize
There is demand for training from ARBs.
