Organizational assessment of POs
Self-reliance is sustained and becomes the way of life of individual farmers and households in the target ARCs.
2.1 Improved capacity of POs and LGUs to plan, implement, manage and maintain development projects in the 50 target ARCs.
2.1.1 Increase in the number of POs preparing proposals for ARC development projects, in collaboration with LGUs, but without assistance from national line agencies.

2.1.2 POs in the target ARCs reporting an increase in number of women in decision-making and leadership positions.

2.1.3 Increase in the number of POs achieving an organizational maturity rating of greater than 75% from 20% in December 2001 to 80% by December 2007.

2.1.4 Increase in the number of POs able to sustain an operational surplus from managing income-generating projects.

2.1.5 Increase in the number of POs able to sustain an annual increase of 10% in share capital.

2.1.6 Increase in the number of municipal LGUs that have implemented projects by administration with a value of Php 1 million and above.

2.1.7 Operation & maintenance plans for all infrastructure projects are being prepared, routinely budgeted for, and carried out by LGUs/POs.


2.1.8 All irrigators' Associations have sufficient funds for the operation and maintenance of communal irrigation schemes.

2.1.9 All barangay water and sanitation association have sufficient funds for the operation and maintenance of domestic water systems.

2.2 Rural infrastructure better supports farmer productivity and welfare in the 50 target ARcs 2.2.1 Reduction in travel time from ARCs to the nearest market centers following the rehabilitation of feeder roads and/or the construction or repair of bridges.

2.2.2 Reduction in transport and hauling costs (passenger, products farm inputs) in ARCs where road/bridge sub-projects are completed.

2.2.3 An increase in the area irrigated in ARCs covered by the project.

2.2.4 An average 30% increase in annual production from areas with new or rehabilitated irrigation systems.

2.2.5 Increase in average cropping intensity from 1 to 2 in areas with newly constructed irrigation systems.

2.2.6 Increase in the number of households obtaining water from communal tap stands rather than from creeks or shallow wells.

2.2.7 Increase in the number of farmers with access to post-harvest facilities in the target ARCs
