ASSUMPTION/RISKS

GOAL/DEVELOPMENT OBJECTIVE:

a.) increased annual household income of agrarian reform beneficiaries (ARB) in agrarian reform communities (ARC)

b.) Strong ARB (farmers) organizations;

c.) ARB organizations obtaining higher level of support services; and

d.) Strengthened capabilities of ARBs, DAR and LGU to function within a wider context of rural development


-50% of ARB household applying the FSD approach will increase annual household real net income in 2-3 years

-Increase in average household annual real net income of 40% in 2-3 years

-60% of ARB organizations processing to level 2 rating or higher in the Organizational Maturity Assessment (OMA)

-Increase in number of projects implemented and improved services generated in ARCs as a result of project activities.

-Increase in number of agencies/institutions providing projects/services to ARCs.


-SARC-TSARRD Impact Assessment Study of Farming Systems Development (FSD) application in a sample of 28 ARCs

-World Bank supported project ARCDP Impact Assessment conducted in 55 ARCs where FSD was applied

-Region VII-Department of Agrarian Reform (DAR) Impact Assessment in 18 ARCs where FSD was applied

-The land distribution component of CARP is mandated by law for completion

-Some of the post CARP scenarios envisaged the future role of DAR to have strong emphasis on beneficiaries' development program. In addition, the activities of DAR within the CARP constitute a major element in the national programs of poverty alleviation and food security which are targeted up to year 2004.

-Since the Project's activities relate to providing support in the development of agrarian reform beneficiaries and their organizations, the activities extend beyond the realm of agrarian reform and cover the wider field of rural development.

-It is worthy to note that several scale projects funded by World Bank, European community and the Belgian and Japanese governments which have either recently started or in the final stages of approval are planned for 5-6 year's implementation period and go far beyond the present CARP mandate.

PURPOSE

IMMEDIATE OBJECTIVE No.1

-Assist DAR in mainstreaming the Project's developed approaches such as FSD approach, agribusiness linkaging, and monitoring and evaluation in the development of ARBs and their communities.




IMMEDIATE OBJECTIVE No.2

-Expand the application of Project approaches in identified areas in a manner that will benefit the target beneficiaries (ARBs and others) and to serve as on-the-job training for both new and existing trainers






IMMEDIATE OBJECTIVE No.3

-Provide assistance to DAR in undertaking post-study processes of relevant policy studies already completed during the previous TSARRD phases and those done by the other projects, in a manner that would lead to dynamic interaction among stakeholders and to actual policy reforms

 

 

-10 ARCs underwent FSD, agribusiness linkaging, credit facilitation, gender, upland development and other related Project activities

OUTPUT RELATED TO IMMEDIATE

OBJECTIVE No.1

1.1 Output 1. Strengthened capabilities of relevant DAR central and more particularly field staff on the application of FSD, agribusiness linkage, gender mainstreaming and monitoring and evaluation approaches without additional external support.

 

 

















1.2 Output 2. Established mechanisms within DAR for the application and monitoring of the above approaches through the issuance of official directives.

2.1 Output 1. Established 10 FSD teams consisting of major stakeholders in the 10 ARCs and guided in the preparation of ARC development plans for implementation

2.2 Output 2. Two (2) market-matching encounters for selected ARCs including on-the-job skills enhancement in the marketing and follow-up of all completed market-matching activities to facilitate transaction and monitoring












2.3 Output 3. Build in gender, environmental/upland, credit and monitoring and evaluation concerns in all project approaches such as FSD and in market linkaging, among others

Activity 1.1.1 Updating of existing and development of new training modules on the above approaches

Activity 1.1.2 Preparation and conduct of on trainer's training course on FSD application for 25 selected DAR staff to become FSD practitioners

Activity 1.1.3 Enhancement training for 60 existing FSD trainers

Activity 1.1.4 Preparation and conduct of one trainer's training course on agribusiness for 20 participants

Activity 1.1.5 Preparation and conduct of course for 150 relevant officers at all administrative levels DAR such as Directors/Officers at the Central Office; Regional Directors, Asst. Regional Directors and relevant officers at Regional Office and relevant Officers at the Provincial Office and selected Municipal Agrarian Reform Officers.

Activity 1.2.1 collaborate with DAR in reviewing the appropriate structure of its organization and in defining the terms of reference (TOR) of staff who will participate in the implementation of the Project's approaches with particular emphasis on those trained by the Project.

Activity 1.2.2 Collaboration with FAPsO and other relevant DAR offices in rationalizing the assignment and utilization of field staff in the development of ARCs

Activity 2.1.1 Preparation and conduct of orientation for LGUs (both provincial and municipal) where the 10 ARCS are located


Activity 2.1.2 Preparation and conduct of Barangay Workshop- Consultations in each barangay (13 to 15 barangays) belonging to 10 ARCs


Activity 2.1.3 Preparation and conduct of FSD training-cum-planning activities for the FSD teams which are organized in a manner that will give major role to the newly trained FSD practitioners

Activity 2.2.1 Planning and conduct of two(2) market-matching encounters in selected areas which will include training for relevant DAR officers and ARB leaders
