-The land distribution component of CARP is mandated by law
for completion
-Some of the post CARP scenarios envisaged the future role of
DAR to have strong emphasis on beneficiaries' development program.
In addition, the activities of DAR within the CARP constitute
a major element in the national programs of poverty alleviation
and food security which are targeted up to year 2004.
-Since the Project's activities relate to providing support
in the development of agrarian reform beneficiaries and their
organizations, the activities extend beyond the realm of agrarian
reform and cover the wider field of rural development.
-It is worthy to note that several scale projects funded by
World Bank, European community and the Belgian and Japanese
governments which have either recently started or in the final
stages of approval are planned for 5-6 year's implementation
period and go far beyond the present CARP mandate. |
| PURPOSE
IMMEDIATE OBJECTIVE No.1
-Assist DAR in mainstreaming
the Project's developed approaches such as FSD approach, agribusiness
linkaging, and monitoring and evaluation in the development
of ARBs and their communities.
IMMEDIATE OBJECTIVE No.2
-Expand the application of Project approaches
in identified areas in a manner that will benefit the target
beneficiaries (ARBs and others) and to serve as on-the-job training
for both new and existing trainers
IMMEDIATE OBJECTIVE No.3
-Provide assistance to DAR in undertaking
post-study processes of relevant policy studies already completed
during the previous TSARRD phases and those done by the other
projects, in a manner that would lead to dynamic interaction
among stakeholders and to actual policy reforms |

and in defining the terms of reference (TOR) of staff who will
participate in the implementation of the Project's approaches
with particular emphasis on those trained by the Project.

DAR offices in rationalizing the assignment and utilization
