Oversight responsibility for the programme rested with the Secretary of Agrarian Reform. The DAR Secretary was assisted by the Programme Management Board (PMB), composed of representatives from the Department of Agriculture (DA), DENR, the Department of Trade and Industry (DTI), Department of Budget and Management (DBM), Land Bank of the Philippines (LBP), NEDA, the National Livelihood Support Fund (NLSF), the peasant sector and landowner's organizations.

The PMB was responsible for the provision of the policy direction and the endorsement of the priority of the policy research agenda to the Presidential Agrarian Reform Committee (PARC). Among its other functions were the periodic review of the overall progress and accomplishment of the Programme, including the endorsement of the necessary executive directives to enhance Programme performance. It also deliberated on the results of policy studies. The TPR body, consisting of NEDA, UNDP and DAR, served as the highest review body for major decisions affecting the programme.

Execution and Implementation Arrangements

The SARDIC Programme was funded by the United Nations Development Programme (UNDP), with the Department of Agrarian Reform (DAR) as the executing agency. As executing agency, the DAR was responsible for the achievement of the Programme objectives and outputs, and the effective and efficient use of inputs. It was also responsible for coordinating the participation of all concerned government agencies, local government units, nongovernment organizations (NGOs), and the people's organizations (POs).
