The
MINSSAD is a project funded by a loan from the Government of Japan
through the Japan Bank for International Cooperation (JBIC) and
in part by the Agrarian Reform Fund (ARF) of the Government of the
Philippines. The project is designed to provide a package of support
services to the selected 8 settlement areas located in Mindanao,
namely:

Bukidnon Settlement in
the Province of Bukidnon, Region X;

Davao Settlement No.1
and No.2 in the Provinces of Davao del Norte and Compostela
Valley, Region XI;
-
Cateel Settlement in
the Province of Davao Oriental, also in Region XI;
-
Agusan del Sur Settlement
No.1 and No.2 both in the Province of Agusan del Sur, CARAGA
Region; and
-
Surigao del Norte Settlement
No.1 and No.2 both in the Province of Surigao del Norte, also
in the CARAGA Region.

The 8 settlement areas comprised of 16 service municipalities
consisting of 119 barangays.

The Project aims to contribute
in the alleviation of poverty, ensure viable and sustainable growth
and development in the target settlement areas. Major project components
are;

Infrastructure such as
roads and bridges, water supply, irrigation, barangay health
stations, multi-purpose buildings, post harvest facilities and
school buildings;

Institutional development;
-
Agricultural and environmental
development such as community nursery, livestock development,
demonstration farm, agro-forest development;
-
Procurement of equipment;
and
-
Consulting services
The Project has an estimated
total cost of ¥8,687 million (Php3,103 million), of which ¥6,515
million (Php2,327 million) will be funded by the loan proceeds and
the remaining Php776 million will be funded by the Government of
the Philippines (GOP). The Project has a six-year implementation
period.
The implementation of the Project is undertaken by the Department
of Agrarian Reform (DAR) as lead executing agency, in collaboration
with the Department of Public Works and Highways (DPWH) for roads,
bridges and school buildings; National Irrigation Administration
(NIA) for irrigation and post harvest facilities, and Local Government
Units concerned (LGUs) for water supply, barangay health stations,
and multi-purpose buildings. In addition, the Department of Interior
and Local Government (DILG), Department of Education (DepEd), Department
of Agriculture (DA), Department of Environment and National Resources
(DENR), and the Department of Health (DOH) participate and assist
in the Project implementation.
The Project Management Offices (PMOs) in central, regional and provincial
levels were established in April 2002. Initial activities focused
on the organizational set-up of the PMOs and Settlement Management
Units (SMUs) and on the preparation of the settlement area development
plans. Correspondingly, the LGUs with instructions from the MINSSAD
Central Project Management Office (CPMO), also started preparing
the detailed designs for some prospective infrastructure sub-projects,
such as the construction or rehabilitation/improvement of roads/bridges
and water supply systems. |
