THE NMCIREMP PROJECT BACKGROUND
  The Northern Mindanao Community Initiatives and Resource Management Project ( NMCIREMP) is a project assisted by a loan from the International Fund for Agricultural Development (IFAD)(577-PH), supervised by the United Nations Office for Project Services (UNOPS), facilitated by the DAR as the Lead Project Agency with support from Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), National Commission for Indigenous People (NCIP), Local Government Units (LGUs), and Community Institutions (CIs).

GOAL
Poverty of rural households alleviated.

PURPOSE
Community institutions of marginalized and vulnerable agrarian reform beneficiaries, indigenous peoples, upland farmers and fisherfolk willfully translate their respective initiatives in the formulation and implementation of development plans that are gender-responsive, culture-sensitive and ecologically sound.

COMPONENTS

1. Community Institutions and Participatory Development (CIPD)

  • Community institutions of target groups established and strengthened.
  • Participatory development planning and implementation system institutionalized.
  • LGU, NGO, NGA appropriate support schemes and mechinisms in placed operational.

2. Community Investment (CI)

  • Critical infrastructure (e.g. PWS, FMR, Irrigation) rehabilitated/constructed.
  • Operation and maintenance mechanisms in place.
  • Viable women-centered micro finance systems established.

3. Natural Resources Management (NRM)

  • Integration of watershed and coastal resource management plans into local devlopment plans facilitated.
  • Mechanism for promoting appropriate farming and fishery systems and technology established.

4. Support Services and Studies (SSS)

  • Government and private advisory, research, technical support and market information services provided.
  • Delivery of support services on health, nutririon and functional literacy to ICCs/IPs facilitated.

5. Support for Indigenous People (SIP)

  • Integration of ADSDPP to local development plans facilitated.
  • Support for the issuance of CADT provided.

6. Project Management (PM)

  • Effective and efficient operational structures, systems and mechanisms at all project levels established.
  • Appropriate monitoring, evaluation and adjustment (MEA) systems estableshed.
