DEVELOPMENT GOAL

Farmer-beneficiaries integrate economically, socially and politically in the mainstream community development processes.
     
PURPOSE

DAR, DA and DENR (Rural Development Agencies) and other CARP Implementing Agencies (CIAs) have developed an effective and efficient mechanism for coordinated delivery of support services for agrarian reform and rural development.
     
OUTPUT (Key Result Areas):

1. Stakeholders are assisted in the further development and efficient use of information management systems and networking

2. An improved strategy for sustainable rural development (RD) is elaborated and implemented in selected areas.

3. The capacity of stakeholders to implement rural development activities strengthened.
     
ACTIVITIES/INPUTS

Main Activities for Key Result 1:

1.1 Review, analyze and identify gaps in information for effective Project Cycle Management (PCM)

1.2 Identify data sharing requirements for the pilot areas

1.3 Test data system and networking mechanism at pilot site1.4 Prepare recommendations based on field expiriences

KR 1:

Use of Data:

  • Guidelines for the development of a data base system for Project Cycle Mgt. (PCM) in Agrarian Refrom and Rural Development (ARRD) is available by October 2003.
  • Database system for PCM in ARRD pilot areas available and in use by march 2003.
  • Relevant data for ARRD planning, implementation and M & E is shared between cooperation agencies.
   
Main Activities for Key Result 2.

2.1 Support PARC in the conduct of development amangement process review and policy research

2.2 Conduct Modelling/pilot Testing in selected sites

2.3 Prepare Guidelines and Plan Implemention Manuals

KR 2:

  • By 04/2004, coordinated participatory planning, implementation and M & E of ARRD activities is tested and analyzed in pilot areas.
  • By 12/2004, a guidebook on ARRD planning, imlementation and M & E is developed.
   

Main Activities for Key Result 3:

3.1 Review existing training programs (of DAR, DA, DENR and CIAs) on RD, selected and improve on these programs

3.2 Conduct competency profilling within pilot area and at national level

3.3 Formulate the capability plan

3.4 Implement the capability building plan

3.5 conduct M & E of capability building program implementation.

KR 3:

  • ARRD stakeholders (National: DAR, DA, DENR) has commonly share undestanding of coordinated ARRD work.
  • Training and capability building plan is available by mid 2003.
  • 80% of the training plan implemented.
