THE SARDIC PRJECT BACKGROUND
  T he Programme supports the Govenrment's Poverty alleviation programme with the framework of the Social Reform Agenda (SRA), particularly the SRAs asset reform platform through the Comprehensive Agrarian Reform Programme (CARP). In Supporting CARP, the Programme's strategic objective is to help in reducing inequality and expanding the base for sustainable growth through ensured access and sustainable development of productive resources, and access to economic opportunities by the rural poor in Agrarian Reform Communities (ARCs).

This programme consists of three components: Component I- Policy Development and Advocacy in Support of Agrarian Reform which aims to support the conduct of policy research and studies which will input into legislative or executive measures affecting agrarian reform, such as land conversion, alternatives for areas covered under current exemptions, and food security vs. land reform. It will support the conduct of policy dialogues. Component II - Institution Building for Propagation of Sustainable Agriculture involves strengthening of local agricultural extension services in selected provinces. Component III - organizational Development, Productivity enhacement, and Market and Agri-Industrial Development of ARCs aims to provide capacity building support services to farmer, and developing agri-business enterprise. It also aims to assist in the propagation of feasibility studies for specific industries/joint ventures in selected ARCs.

The programme will assist in Regions VI, VIII, XI and XII and in the provinces of Iloilo, Capiz, Davao del Sur, Western Samar, Lanao del Norte and North Cotabato.
